People have moved the regulator under the seat or in other locations. I recently did it, but it was tricky. I had to really compact the wires and connectors to get it all under there.
Read my posting below about "rear chop job help" for more info. I do have some photos of my "tuck" job and was going to post them at my site soon. Check my site in few days for the photos. I'll get on that.
You need the regulator, but you don't need it in that location I am told. I haven't ridden with that configuration yet...still winter :(
If you can get it under the seat, you should have plenty of bag yoke room.
